A second concerning incident has been revealed which is said to be the same suspect as the Pearl District attempted kidnapping case.

After PPB released information yesterday, we were contacted by a mother who said she also had a confrontation with a suspect who fits the suspect’s description. She reported that on Tuesday, December 14, 2021 at around 2:30 p.m., approximately 30 to 45 minutes before the previously reported incident, she was pushing her baby in a stroller on Northwest Northrup Street between Northwest 9th Avenue and Northwest 10th Avenue. . She said a suspect matching the same description approached her and followed her, even when she crossed the street to get away from him. She confronted him and he finally walked away. She took the attached photographs of the suspect.

The report increases our concern that this suspect may have been in the neighborhood for some time to target other victims. If anyone has access to the surveillance camera recordings in the surrounding neighborhood, we ask them to review the footage from approximately 2:00 p.m. to 3:20 p.m. to see if better footage of the suspect could have been captured. The Portland Police Department is alerting the community to an attempted kidnapping of a 6-year-old boy in the Pearl District this afternoon and is asking the public for help in identifying the suspect.

At 3:18 p.m. on Tuesday, December 14, 2021, Central City officers responded to a report of a kidnapping call in the area of ​​The Fields Park, 1099 NW Overton Street. Officers learned that a suspect attempted to catch a 6-year-old child who was walking with his father. The father pushed the suspect away and the suspect fled. Officers searched the neighborhood for the suspect, but were unable to locate him. The boy and his father are unharmed.

The suspect is described as a Hispanic male, aged 20 to 30, 5’1 “to 5’3” tall, stocky, dark hair, wearing a black hoodie and faded white jeans, a gray beanie with a ball on top, and black and white shoes.

Officers located surveillance video of the incident and screenshots are attached. They also look for additional witnesses and / or surveillance videos and photographs.
